Supplies Needed:
psp
font of choice
tube of choice i used SPU
tube is ©SPU
tutorial you must purchase them from SPU Store
filters needed-filters unlimited 2.0,mura's meister-copies

new image
500x500
pixels

using shapes
create a 4 sided star
not to big foreground set
to a dark color of ur tube
background set to a light
color from tube rename
stars

effects-mura;s meister
copies encircle-circle off
normal,29,65,65,0,100,-25
100,0,100,0,0,30,0 ok
rename bg

dup rename frame

highlight bg
resize 75% 2x's

repete copies except
change shift x and y
to 47 ok

adjust - blur gaussian
blur 9.00 ok

effects- fliters unlimited
paper texture canvas fine

effects-filters unlimited
edges,round round edges 08
apply resize 85% ok

copy and paste
stars off the tube
resize 50% 2x's
rename st1 dup rename
st2

copy and paste
the yellow bg off tube
resize 50%,then 75%
then 85% rename bg2

give st1 ,st2,frame a drop
shadow of choice

add your tube
add copyrights
add name

save and your done
